Food and Water Security Coalition of India (FWSCI)
The current financial crises and climate change has impacted the food and water security issues further. FWSCI brings together networks, organizations and individuals to develop the discourse on food and water security in India. A process of two years of discussions and debates has proceeded the formation of this coalition whose members are leading NGOs working on this issue in India.
Back ground : What was the need to form this coalition
In 2004 ICCO started a process of reflection about its mission, vision and strategy of the organization. In 2005 partners from within The Netherlands and from southern continents were included in this process :
A strategic plan for the period 2007-10 was agreed to define co-operation and co-responsibilities
This plan would link ICCO partners to learn from each other by working on a thematic area . This thematic area was chosen by partners in India as food and water security. The FWSCI was thus formed to work through the ever changing context in the North and South. The changing role of governments, increasing involvement of civil society organisations , mercerisation of development and increase competing for funds become less important than the collective efforts of partners for a common agreed goal.
Preparations before the formation of the Coalition
A desk study informed a context analysis In 2007 to develop the food security and water programme for south Asia. This paper served as a background document aimed to give an overview of the existing situation in the four countries of the south Asia: Bangladesh, India, Pakistan and Nepal.
The focussed issues were situation of food security in south Asia; causes of food insecurity with specific attention for sustainable land use especially in arid areas, seasonality and diversification of crops, income from agriculture and non-agricultural sources, water and sanitation situation and utilisation aspects;, underlying causes: governmental policies especially related to agriculture and health, links with nutrition, open market economy, liberalisation, privatization, globalisation, specific groups that are affected; option for linking and learning, identification of relevant institutes; option for improvement of food security situation.

ICCO organised a consultation. This was the first step to develop together a programme on food security and water. Although food security and water are two separate things because of being so closely interlinked, it was decided to join work on the two themes towards defining a programme in South Asia.
This programme was developed after two consultations of the partners in 2007 in Kathmadu,Nepal and in February 2008 in Baluchi, Rajasthan . Finally goals and program agenda of the Coalitions were firmed at a meeting in 17-19 March, 2009 in Delhi .

A partner consultation to develop a programme on Food Security and Water Calition in South Asia vis-a-vis India, Bangladesh, Nepal and Pakistan was held from 17-20 April, 2007 at Kathmandu, Nepal where non partners, partners and staff from ICCO participated.
The Partner consultation achieved three broad outcomes:
1. A common understanding was reached on the changes with in ICCOenKerkinActie
2. The participants owned the process to participate and jointly develop the Food Security and Water Programme, and
3. The participants identified six sub themes during the consultation.
